The discussion mapping report “Key Challenges and Emerging Reflections on Climate Change, Vulnerability and Social Cohesion” has been published following the Climate Policy Breakfast on Climate Change, Vulnerability and Social Cohesion held in Athens on 17 February 2026.
The report captures the main reflections, concerns and implementation-related challenges that emerged during the structured dialogue among participants from public institutions, research organisations, civil society and the European Climate Pact community in Greece. The discussion centred on the social dimensions of climate transition in Greece and examined how climate change increasingly intersects with social cohesion, public health, governance capacity, inequalities and institutional implementation challenges within the Greek context.
Particular emphasis is placed on questions of social acceptance of climate policies, the uneven impacts of climate risks across Greek regions and communities, and the governance and coordination challenges associated with implementing climate-related policies in complex social and economic environments.
Rather than functioning as a policy evaluation or advocacy document, the report provides a structured mapping of concerns, observations and broader reflections emerging from the discussion. It highlights the range of perspectives expressed at the Climate Policy Breakfast on Climate Change, Vulnerability and Social Cohesion and contributes to the ongoing dialogue on the social dimensions of the climate transition in Greece.
The report has been released within the framework of the European Climate Pact’s ongoing activities in Greece and helps strengthen structured dialogue and cross-sectoral exchange on climate-related challenges affecting Greek society.
