The Athens Energy Portal is a new digital platform that supports the City of Athens in its efforts to combat climate change, improve energy efficiency, and promote social equity. Developed by the National Technical University of Athens (NTUA), INZEB, and the Municipality of Athens, and funded by the ICLEI Action Fund, the project aims to bring energy data and services directly to the people, making them accessible, actionable, and inclusive.
At the heart of the portal is a smart, data-driven system that enables real-time monitoring of energy consumption across 50 municipal buildings, thanks to the installation of advanced sensors and smart meters. This infrastructure supports artificial intelligence tools that help city officials better manage energy use while offering residents user-friendly insights and recommendations. A dedicated solar potential map allows citizens to explore the feasibility of rooftop solar installations, empowering them to invest in renewable energy where possible.
The Athens Energy Portal goes beyond technology; it is a key pillar in the city’s strategy for a just energy transition. The platform works hand-in-hand with the Energy Poverty Alleviation Office to identify and assist households facing energy insecurity, providing low-cost energy efficiency interventions, training, and technical support. As part of the city’s energy community efforts, surplus energy from municipal solar photovoltaic systems will be redistributed to vulnerable households in the form of municipal tax reductions or financial incentives.
Through ongoing engagement with residents and local stakeholders, the project ensures that its tools reflect the real needs of the community. Co-creation workshops and community feedback loops are central to the platform’s design and evolution, ensuring transparency, trust, and accountability.
The Athens Energy Portal sets ambitious goals: to reduce energy use in public buildings by at least 20%, to support over 100 vulnerable households, to cover a significant portion of municipal energy needs through solar power, and to establish a user-friendly, open-access hub for energy data, education, and innovation. The project combines cutting-edge technology with a people-centred approach, laying the foundation for a greener, fairer, and more resilient Athens, serving as a scalable model for cities across Greece and beyond.
