The discussion mapping report titled “Key Challenges and Emerging Reflections on Climate Change, Energy Poverty and Social Vulnerability in Greece” is now available following the Climate Policy Breakfast on Climate Change, Energy Poverty and Social Vulnerability in Greece, held in Athens on 26 May 2026.
The report captures the main reflections, concerns and key themes that emerged during the structured breakfast discussion designed to facilitate focused exchange among stakeholders working on the social dimensions of climate transition in Greece. The discussion centred on the relationship between climate change, energy poverty and social vulnerability in Greece, exploring how climate impacts intersect with territorial inequalities, housing conditions, energy affordability and institutional capacity. Emphasis was placed on the challenges of implementing socially inclusive climate policies within the complex and evolving Greek policy environment.
Rather than functioning as a policy evaluation or advocacy document, the report provides a structured mapping of the recurring concerns, implementation issues, and open questions that emerged during the discussion, contributing to the ongoing dialogue on the social dimensions of the climate transition in Greece.
The Climate Policy Breakfast on Climate Change, Energy Poverty and Social Vulnerability in Greece was organised by INZEB, in its capacity as the European Climate Pact Country Coordinator in Greece, and conducted under the Chatham House Rule, allowing participants to exchange views openly and in confidence without attribution to individuals or institutions.
The report has been released within the framework of the European Climate Pact’s ongoing activities in Greece and helps strengthen structured dialogue and cross-sectoral exchange on climate-related challenges affecting Greek society.
