How can Energy Performance Certificates become more effective tools for accelerating building renovation in Greece?
This report, developed as part of the EPBD Policy Compass: Country Guidelines for Implementation series, focuses on the future development of Energy Performance Certificates (EPCs) in Greece and their role in supporting the implementation of the revised Energy Performance of Buildings Directive (EPBD).
Building on an assessment of national policy needs and international best practices, the report presents a tailored roadmap to strengthen the reliability, usability, and overall effectiveness of the Greek EPC system. The objective is to ensure that EPCs evolve beyond a compliance instrument and become a practical tool for supporting renovation decisions and improving building performance.
The analysis identifies several challenges affecting the implementation of the EPC framework in Greece, including capacity constraints within public administration, the need for improved data quality and management, and the need to strengthen the skills and qualifications of energy experts involved in the certification process.
The report also explores different implementation pathways for integrating the Smart Readiness Indicator (SRI) into the national framework and examines opportunities to enhance training, accreditation and quality assurance mechanisms.
