Key Challenges and Emerging Reflections on Climate Change, Vulnerability and Social Cohesion: New Discussion Mapping Report Now Available

The discussion mapping report titled “Key Challenges and Emerging Reflections on Climate Change, Vulnerability and Social Cohesion”  is now available following the Climate Policy Breakfast on Climate Change, Vulnerability and Social Cohesion held in Athens on 17 February 2026.


The report presents the main reflections, concerns and implementation-related challenges that emerged during the structured dialogue among participants from public institutions, research organisations, civil society and the European Climate Pact community in Greece. The discussion focused on the social dimensions of climate transition in Greece and explored how climate change increasingly intersects with social cohesion, public health, governance capacity, inequalities and institutional implementation challenges within the Greek context.


Particular emphasis was placed on the relationship between climate policy and social acceptance, the uneven impacts of climate risks across Greek communities and territories, and the governance and coordination challenges associated with implementing climate-related policies in complex social and economic environments.


Rather than functioning as a policy evaluation or advocacy document, the report aims to provide a structured mapping of concerns, observations and broader reflections emerging from the discussion. It reflects the diversity of perspectives expressed at this first Climate Policy Breakfast and contributes to the ongoing dialogue on the social dimensions of the climate transition in Greece.


The Climate Policy Breakfast on Climate Change, Vulnerability and Social Cohesion was organised by INZEB, in its capacity as the European Climate Pact Country Coordinator in Greece, and conducted under the Chatham House Rule, allowing participants to exchange views openly and in confidence without attribution to individuals or institutions.


The initiative is part of the European Climate Pact’s ongoing activities in Greece and helps strengthen structured dialogue and cross-sectoral exchange on climate-related challenges affecting Greek society.
