We are pleased to announce the publication of the POWERINGCITIZENS Policy Memo, developed within the framework of the POWERINGCITIZENS project which is funded by the European Commission through the CERV Programme.
The memo examines how national energy and climate policies address the growing challenge of energy poverty in Germany, Italy, Albania, the Netherlands, Kosovo, and Greece, and offers policy recommendations. It aims to provide a comprehensive assessment of how energy poverty is reflected in national frameworks by analysing NECP-related commitments and current country trends.
The document also identifies key gaps between policy intentions and the lived realities of vulnerable households, highlighting structural challenges and trends across countries. The analysis is also based on insights from community engagement activities, including Energy Cafés held across partner countries, ensuring the findings illustrate real experiences.
Overall, the memo highlights that, while energy poverty is increasingly recognised in policy frameworks, significant gaps remain in translating commitments into effective, targeted action. Persistent challenges include reaching the most vulnerable households and the weak integration of energy, social, and housing policies, barriers that limit the effectiveness of interventions.
