As part of the SMAFIN Expanded project, the first and second Cross-Country Labs were held in May and October 2025 respectively, fostering knowledge exchange on smart financing for energy efficiency.
The first Cross Country Lab, held during the C4E Forum in Croatia (May 2025), brought together stakeholders from Central and Eastern European countries to explore concrete ways to improve the financing environment for energy efficiency renovations, particularly in the residential building sector. The Lab focused on the strategic use of public support, the design and scaling of One-Stop Shops (OSS), and the mobilisation of private finance through blended instruments and de-risking mechanisms.
The produced factsheet, translated now into Greek, summarises the key outcomes of the discussions, compares approaches across the countries, and offers targeted insights to support national-level replication and alignment with European policy priorities, such as the Green Deal, the Fit for 55 package, and the EU Renovation Wave.
The second Cross-Country Lab, held as an online thematic event (October 2025), brought together representatives from European institutions, national governments, financial institutions, and energy experts. This Lab focused on identifying concrete solutions to promote inclusive, transparent, and effective financing models for building renovation. The exchange included technical, policy, and financial perspectives, with emphasis on integrating vulnerable and low-income groups into the energy transition.
The resulting factsheet, available now in Greek as well, outlines the shared challenges and opportunities faced by Member States in aligning national financing programmes with EU energy, climate and social policy targets. It provides an overview of country practices and lessons learned, aiming to support improved policy design, more efficient public spending, and better alignment with the NECPs and Renovation Wave objectives.
