New Factsheet: Cross-Country Lab on Smart and Inclusive Financing – Online Thematic Event (October 2025)

The second Cross-Country Lab under the SMAFIN Expanded project was held in October 2025 as an online thematic event, bringing together representatives from European institutions, national governments, financial institutions, and energy experts.


This Cross-Country Lab focused on identifying concrete solutions to promote inclusive, transparent, and effective financing models for building renovation. The exchange included technical, policy, and financial perspectives, with emphasis on integrating vulnerable and low-income groups into the energy transition.


The discussions addressed:

  • The scaling-up of One-Stop Shops to support municipalities, SMEs, and households
  • Smart financing models, including blended finance and integration of EU Taxonomy principles
  • Financing mechanisms for vulnerable consumers (e.g. grants, rebates, and fully subsidised schemes)
  • The role of standardisation, transparency, and data-driven tools in simplifying access to finance
  • The value of national roundtables as a platform for multi-stakeholder policy dialogue and replication

The resulting factsheet outlines the shared challenges and opportunities faced by Member States in aligning national financing programmes with EU energy, climate and social policy targets. It provides an overview of country practices and lessons learned, aiming to support improved policy design, more efficient public spending, and better alignment with the NECPs and Renovation Wave objectives.
