On 21 October 2025, INZEB and CRES co-organised a SMAFIN Expanded Thematic Working Group within the EPBD.wise Policy Forum in Athens. The Thematic Working Group focused on exploring how smart financing mechanisms and One-Stop Shops (OSS) can be effectively mobilised to meet the building renovation targets under the revised Energy Performance of Buildings Directive (EPBD)
The discussion brought together EU-level perspectives and national experiences to highlight practical solutions to financing and policy implementation challenges. The session was moderated by Alice Corovessi, Managing Director of INZEB. It featured contributions from Kiki Papadopoulou (CRES, SMAFIN Expanded Coordinator) on the role of smart financing in achieving renovation targets in Greece, Dimitris Damigos (NTUA), presenting key findings from the REVERTER project’s OSS pilot, its barriers and lessons learned, and Bettina Sticher (SERA Global), outlining the synergies between Renovation Passports, OSS, and the EPBD framework, and providing examples of best practices from across Europe.
The session underscored the critical importance of integrating financial tools, technical assistance, and citizen-facing services within a structured policy and market framework. Participants discussed how OSS can act as trusted entry points, providing comprehensive guidance, linking homeowners to financial and technical tools, and promoting equitable access to renovation support.

The Thematic Working Group reaffirmed our collective ambition: to scale energy renovations in Greece through more innovative policies, inclusive service models, and stronger cross-sector collaboration.
