The Greek residential energy renovation programme “Exoikonomo 2025” is featured in the new SMAFIN Expanded series of Energy Efficiency Best Practices.
The programme supports improvements to the energy performance of residential buildings through non-repayable grants and, where applicable, loans with fully subsidised interest. It places particular emphasis on vulnerable households, including families with persons with disabilities and large families. Eligible interventions include thermal insulation, energy-efficient windows and doors, upgrades to heating and cooling systems, heat pumps and solar water heaters. Supported renovations must achieve primary energy savings of more than 30% and improve the building’s energy performance by at least three energy classes.
With a total budget of €829 million, “Exoikonomo 2025” is expected to support the energy renovation of 32,431 homes. Its combination of public grants, subsidised financing, measurable energy-performance requirements and targeted support provides useful lessons for the design of residential renovation programmes in other national and regional contexts.
The Best Practice was developed within SMAFIN Expanded, a LIFE CET project working to strengthen smart financing approaches for energy efficiency investments in Bulgaria, Croatia, Greece, Romania and Slovenia.
