Unlocking Solar PV on Municipal Building Rooftops

On Tuesday, 29 September 2026, WWF Greece, together with INZEB, is organising a focused consultation with representatives from public institutions, local government, the market and academia on accelerating the deployment of rooftop solar PV on municipal buildings.

Municipal infrastructure has significant, yet largely untapped, potential for generating clean energy. Harnessing this potential can simultaneously help reduce municipalities’ energy costs, decarbonise public buildings, enhance energy security and strengthen local energy resilience. However, the transition from available potential to the implementation of projects faces very serious practical and institutional obstacles, ranging from licensing and connection procedures to funding, decision-making and the technical and administrative capacity of local authorities.

The discussion will therefore focus on identifying the key institutional and practical barriers to implementation and co-developing concrete, actionable solutions for addressing them.

The BrightRoof project, funded by the European Climate Initiative (EUKI), aims to accelerate rooftop solar deployment on public buildings in Bulgaria and Greece through policy support, municipal capacity building and practical pilot actions.
