About Transforming Invisible Buildings

Transforming Invisible Buildings addresses the reactivation of vacant and underutilised buildings in Athens, Ljubljana and Zagreb, linking reuse of the existing building stock with energy efficiency and municipal planning. Energy Cities coordinates the project, with INZEB responsible for local implementation in Athens. Habitat for Humanity International (HFHI) provides the common vacancy-mapping framework and technical guidance.

The Athens assignment will develop evidence to support assessment of housing reuse opportunities, future municipal action and policy development. It will focus on Psirri, Omonoia, Kerameikos and Kolonos, with the precise study boundary to be confirmed by INZEB. Relevant properties include former commercial or office buildings, mixed-use buildings, municipal buildings and residential stock, including buildings with potential for several housing units.

Scope of the assignment

The selected consultant will adapt and apply the project’s common mapping framework to the Athens context, assess relevant data sources and access conditions, compile a GDPR-compliant geo-referenced database, and carry out spatial analysis of the pilot area.

The work will also include classifying candidate properties by vacancy confidence and housing activation potential, prioritising and preliminarily assessing selected cases, and recommending further development of the methodology and future policy and implementation measures.

Expected deliverables

The assignment comprises three deliverable packages:

StageDeliverable
1Property Database & Methodology Report
2Feasibility Report & Priority Property List
3Final Report

The analysis will address the Greek data, ownership, planning and regulatory context. Public ownership will not be treated as proof that a building is immediately available for conversion. The consultant will document uncertainty, legal access conditions and practical limitations, and undertake targeted field verification where feasible.

The Terms of Reference provide a detailed description of the assignment, coordination requirements, and selection criteria:

Required expertise

Applicants should demonstrate relevant experience in GIS and spatial analysis, cadastral and property information, urban and spatial planning, data analysis and integration, housing analysis, or development of analytical methodologies and applied research.

Experience with vacancy mapping, adaptive reuse, publicly owned property, Greek planning requirements, ELSTAT, Hellenic Cadastre or municipal datasets will be relevant. Comparable assignments in other contexts may also demonstrate the required capability.

Submission of proposals

The application shall include administrative information and CVs, a technical proposal describing the methodology, tools, team, risks and indicative work plan, and a financial proposal with a cost breakdown and VAT treatment. Individual consultants shall include a cover letter and CV. Applicants must demonstrate capacity to deliver all required outputs within the agreed timetable and the maximum contract value.
