Strengthening Building Renovation: A Review of Good Practices


The adoption of best practices in the implementation of policies inside and outside European borders can make a significant contribution to the effective development and implementation of future programs. On September 20, 2013, in a speech by President François Hollande at the Environmental Conference, the French government reaffirmed its target for a significant increase in national building renovation rates, with the ultimate goal of renovating 500,000 buildings per year by 2017.


In order to support the French public debate on building renovation, the French NGO Network for Energy Transition (CLER) commissioned the European Buildings Performance Institute Europe (BPIE) to draw up a report. for successful building renovation projects, with an overview of good practices in Europe and the rest of the world. This report was created in order to supplement the national consultation on the issue, which was attended by stakeholders from the construction industry, real estate management, Consulting Companies and the relevant Ministries (Housing and Environment / Energy).


This study focuses on existing (or planned to implement) programmes and regulations in selected countries, including long-term renovation plans adopted by the regions and Member States of the European Union. The study also provides Member States with guidelines for developing ambitious building renovation plans, in line with the requirements of the European Energy Efficiency Directive (Energy Efficiency Directive, 2012/27 / EU).
