An integrated monitoring, reporting and evaluation framework for effective EPBD implementation

How can Member States strengthen monitoring, reporting and evaluation systems to support the implementation of the revised Energy Performance of Buildings Directive?

The revised Energy Performance of Buildings Directive (EPBD) introduces significantly enhanced monitoring and reporting requirements, creating an important opportunity for Member States to improve the collection, management and use of building-related data. Effective policymaking depends on reliable evidence, and robust data systems are essential for assessing progress towards building renovation, energy efficiency and decarbonisation objectives.

This report, developed within the EPBD.wise project, presents an integrated Monitoring, Reporting and Evaluation (MRE) framework designed to support policymakers, public authorities and stakeholders in implementing the new EPBD requirements. The proposed framework builds on existing obligations under the Directive while providing practical guidance for evaluating policy effectiveness through transparent indicators and measurable objectives.

A central finding of the report is that many of the challenges associated with building renovation policies stem from limitations in the availability, quality and interoperability of data. The strengthened provisions introduced by Articles 3 and 22 of the EPBD lay the foundation for addressing these challenges by improving national databases, reporting systems, and information flows between Member States and European monitoring platforms.

The report demonstrates how integrated data systems can support the evaluation of key policy instruments, including National Building Renovation Plans, Zero-Emission Buildings, minimum energy performance standards, renovation trajectories, Renovation Passports and Energy Performance Certificates. It also illustrates how national databases can be structured to monitor renovation rates, renovation depth, investment needs and the effectiveness of policy measures over time.

Particular emphasis is placed on the strategic value of integrated monitoring systems. Rather than viewing reporting obligations solely as a compliance exercise, the report highlights how robust MRE frameworks can support more agile policymaking, improve policy design and facilitate coordination across different levels of governance.

The report also explores the role of digital building logbooks and existing national data sources in creating more efficient and cost-effective monitoring systems. By combining data management, evaluation and policy learning within a single framework, Member States can improve decision-making while reducing long-term administrative burdens.

Together, these recommendations provide a practical roadmap for strengthening evidence-based policymaking and supporting the successful implementation of the revised EPBD across Europe.
